Chief Operating Officer, MiDA Advisors

Stéphane Le Bouder is Chief Operating Officer at MiDA Advisors, a leading advisory firm working with U.S. government agencies and multilateral development institutions to mobilize private sector investments in African infrastructure and development. Stéphane joined MiDA Advisors from the U.S. House of Representatives, where he was Deputy Staff Director for the House Foreign Affairs Committee; the committee with oversight responsibilities over the State Department, USAID, the Peace Corps, MCC, USDFC, and other US international agencies. Stéphane’s previous roles in Congress included Staff Director of the Financial Institutions and Consumer Protection Subcommittee, and Staff Director of the International Monetary Policy Subcommittee of the House Financial Services Committee. He also served as Deputy Assistant Secretary for International Affairs at the U.S. Treasury Department, where he worked with senior Treasury and White House officials to advance the Obama Administration’s international financial and development agenda. He was a Managing Director of AFIG Funds, a leading African private equity fund manager based in Dakar, Senegal, and has extensive experience in consulting and finance, both in the U.S. and in Africa. Stéphane holds a BA and MA in Economics from McGill University, and an MBA from Harvard Business School. He is a native of the Central African Republic, and holds both French and American citizenships. He lives in Washington DC with his wife and three children.
